S. Harvey Fosner had a distinguished legal career before he got involved in harness racing. He was counsel to the U.S. Senate Committee that investigated Senator Joe McCarthy as well as having done investigative work that led to the prosecution of racketeers, corrupt union bosses, and Murder Incorporated in New York City. He came to work at Roosevelt Raceway as a direct result of his helping George Levy when the televised Mooreland Commission on Crime was investigating mob connections at Roosevelt Raceway. George was exonerated and Harvey was so impressed by Levy that when he was asked to come work at the track in the early 1950’s, he accepted without hesitation.
He eventually became Executive Vice President, General Manager, and counsel to Roosevelt Raceway. During his tenure, he established pension & welfare funds for backstretch employees. Sensitive to the plight of the unfortunate, he was ready to devote his talents and energy and was known for his willingness to “go to bat for the underdog.” He became Director of the US Trotting Association, steward of the Grand Circuit, and a pioneer of pre-race drug testing in this country. When he retired from Roosevelt Raceway, he had a short stint as President of Monticello Raceway in 1976 after a series of scandals and once again, Harvey came to the rescue.
